Fraud Task Force Announces New Arrests

Liberty – The Sullivan County Welfare Fraud Task Force has completed the following investigations: 

• On February 14, Reginald Jackson, 49, of Fallsburg was arrested and charged with the Felony of Filing a False Instrument in the 1st degree and two Misdemeanor counts of Theft of Service. It is alleged that Jackson, a parolee, stole $93.88 by using Medicaid-funded medical transportation to and from his parole meetings. Jackson was arraigned in the Town of Liberty Court and remanded to Sullivan County Jail without bail.

• On February 21, Melissa Wright, 49, of Kiamesha Lake was arrested and charged with the Class A Misdemeanor of Official Misconduct. It is alleged that Wright, a 10-year employee of the Sullivan County Division of Health and Family Services, submitted false documents to the County in an attempt to conceal an inappropriate relationship that she was having with a client. Wright was arraigned in the Town of Liberty Court and pled guilty the same day. Wright is no longer employed by the County.

• On February 28, Robert C. Blomkvist, 36, of Loch Sheldrake was arrested and charged with four Felony counts of Filing a False Instrument in the 1st and four Misdemeanor counts of Theft of Service. It is alleged that Blomkvist, a parolee, stole $196.33 by using Medicaid-funded medical transportation to and from his parole meetings. Blomkvist was arraigned in the Town of Liberty Court and remanded to Sullivan County Jail without bail.

• On March 23, Channell Tissiera-Swartz, 35, of Liberty was arrested and charged with two Felony counts of Filing a False Instrument in the 1st degree and one Felony count of Welfare Fraud in the 3rd degree. It is alleged that Tissiera-Swartz stole $5,864 in public assistance by failing to accurately report household income. Tissiera-Swartz was arraigned in the Town of Liberty Court and released pending a future court date.

• On March 28, Donna F. Richardson, 54, of Bloomingburg was arrested and charged with the Class E Felonies of Welfare Fraud 4th degree and Filing a False Instrument 1st degree. It is alleged that Richardson stole $1,098 in public assistance benefits by failing to accurately report household income. Richardson was issued an appearance ticket and released pending a future court date in the Town of Liberty Court.
 
• On April 1, Jennifer L. Keysaw, 39, of Liberty was arrested and charged with four Felony counts of Filing a False Instrument in the 1st degree and four Misdemeanor counts of Theft of Service. It is alleged that Keysaw, a parolee, stole $208.26 by using Medicaid-funded medical transportation to and from her parole meetings. Keysaw was arraigned in the Town of Liberty Court and remanded to Sullivan County Jail without bail.
